City of Kismayo
Responsibilities of the City of Kismayo
- To ensure the implementation of national and Jubaland State policies within the city.
- To monitor and support the implementation of these policies across Kismayo’s districts.
- To prepare and implement the Kismayo City Development Plan in alignment with regional and national priorities.
- To develop and enforce the Kismayo Urban Master Plan, including detailed zoning and land use plans.
- To lead infrastructure development and guide the urbanization process of the city.
- To promote social welfare initiatives and economic development activities that benefit all residents.
- To ensure the safety and security of people and property within the city boundaries.
- To issue policy guidelines and coordinate the activities of the districts within Kismayo.
- To monitor the performance and service delivery of districts and government institutions operating in the city;
- To promote hygiene, public health, sanitation, and oversee water treatment and waste management services.
- To develop and implement a transportation plan that regulates the movement of people and goods in and out of Kismayo.
- To mobilize financial resources and establish effective strategies for tax and fee collection in accordance with relevant laws.
- To promote investment opportunities and actively monitor the progress of investment projects in the city.
- To provide public services that are not directly managed by other administrative entities within the city.
- To foster cooperation and partnerships with national, regional, and international bodies to support development efforts.
Kismayo City Municipality is dedicated to planning and implementing development initiatives that promote economic growth, social inclusion, environmental sustainability, and citizen participation.
